I just got this in the mail today as I am a resident of Pasay City..
A taxation law on Dogs and Bike ownership.. What a crappy law.. Naiinis ako pero natatawa ako sa stupidity nitong law na ito at the same time ![]() I don't have any details yet on how Pasay city will enforce this dumb ordinance. ![]()

wow buti na lang manila ako. hehe. road user ka daw dre eh, cguro every city will see this as a source of revenue, naku po... alam ko nga sa ibang developed country may dog tax. dito cguro dahil sa pups cleaning din. eh pano un mga askals? tsk tsk tsk.

its really a dumb ordinance.. natandaan ko, meron din sa bayan namin nyan sa quezon, 2 decades ago..yung mga bike owner kelangan ipa-register bike nila sa munisipyo for 200 petot yata, tapos kabitan nila ng plaka bike mo..at every year kelangan ipa-renew.. haha..parang LTO..pag hindi nag-comply, impound nila bike mo hangga't hindi naparehistro.. hehehe.. Grade 3 yata ako non nung sinita ako ng pulis habang gamit ko bmx ko, wala daw plaka..naparehistro ko tuloy.. hehehe..

AFAIK may ganyan din ang Makati eh. At least yung sa Pasay P30/year lang ang tax sa bicycle powered by the feet.
Sa Makati, P100 at kelangan may license plate pa ang bisikleta... Section 71. License Required. – Kailangang Lisensiya. - All animal-drawn carriage, bicycles and pedicabs owned by residents of the City of Makati shall be registered with the Traffic and Parking Management Office for issuance of bicycle license plates and upon payment of One Hundred Pesos (PhP 100.00) to the City Treasurer’s Office. Lahat ng bisikleta, traysikel, pedicab at sasakyang hila ng hayop na pag-aari ng residente ng Lungsod ng Makati ay kailangang magrehistro sa Traffic and Parking Management Office para mabigyan ng “Bicycle License Plates” matapos magbayad ng Isang Daang Piso (P100.00) sa City Treasurer’s Office. No person, whether resident or not of the city, shall operate, ride or propel an animal-drawn carriage, bicycle or tricycle on any street, highway, alley roadway, sidewalk or upon any public path set aside for the exclusive use of carriages, bicycles or tricycles unless such has been licensed and a license plate 5.0 cm x 7.5 cm (2” x 3”) in size is attached thereto as provided herein. Bawal ang sinuman, maging residente man ng lungsod o hindi, ang papayagang gumamit at sumakay ng bisikleta, traysikel o sasakyang hila ng hayop sa kalsada o daan, iskinita o bangketa, na inilaan para sa eksklusibong gamit ng mga nabanggit na sasakyan, maliban kung ang mga ito ay lisensyado at may license plate na may sukat na 5.0 cm. x 7.5 cm. What if they stop you while using a bicycle? Do we have to carry a reciept of the ordinance everytime we ply their roads?

taga pasay din po ako... ito na yung nag survey last month... Ilang taon ba pinag aralan to ng LGU ng pasay......????? I am willing to pay but Pasay LGU should assure security of the bikes & bikers...... (Provide bike lanes,....) Karamihan naman na sa atin ay nagbabayad na nang tamang buwis...

kung hindi pala tama....kumuha ng consensus sa ibang siklista, alamin kung bakit merong ganyang ordinansa. baka naman yung mga sidecar ang target nyan.
pero kung bisikleta. sabihin nyo aalis ang mga nagbibisikleta sa MOA kapag weekends..sino ang mawawalan ng revenue sa mga kumakain, bumibili, nagpapahinga, nagpapa-gas sa Pasay? consider the arguments, kesa mag-rant. ganito lang yan eh, sino mangongolekta? baranggay? ang private users ng bikes eh may tax. sana ang public transport sidecar na ang laking sagabal sa kalye eh meron din. then, tulad nga ng sabi nyo...sige willing magbayad, pero anong benefit? ang sabi mangongolekta, pero for what? bike lanes? huhulihin ba ng pasay police ang nangharass na caged driver sa siklista? magkakaroon ba ng bike racks? you can easily argue na...build the infrastructure, then we'll pay. kasi kung bayad muna bago infrastructure...nakaka-amoy na kayo ng pondo para sa eleksyon.

" . . . powered by the feet . . ." this line made my day! ![]() lame ordinance by lame peeps . . . (how ironic) my IRR (implementing rules and regulations) kaya ito? baka naman i-amend pa nila ito to include wheelchairs and kariton ng bote dyaryo. hahaha! more fun in the Philippines!

Good grief! Some "genius" thought dogs and bicycles seem to be on equal standing.
![]() Yung sa dogs, I could understand. Sometimes, irresponsible owners (emphasis on "irresponsible") just let their dogs astray and poop on the streets without cleaning it up... or terrorize neighbors (both are health and safety hazards) . Pero yung bisikleta, I don't think it's a health or safety hazard unless reckless yung pumapadyak . Kapag pinabayaan mo yung aso mag-isa, it has an inherent (potential) danger. But a bicycle without an owner/rider.... ano risk meron ito other than manakaw sya?If I were a Pasay City resident, I would go directly to the mayor and ask for serious explanations. Granted Php30 pesos is small amount, but I should at least be given a good reason why this ordinance was passed, what will the funds be used for, and how will it be accounted.

I was looking at this ordinance, it's a time bomb in the making for the author AND those who signed it.
The way I see it is quite simple, but I do not know if the Pasay Bikers have the numbers to have this effected - Go to the next aspiring Mayor or Vice-Mayor wanna be and plead your case. Remember, these goofs will grab any and all opportunity to gain support (and votes). And these ordinances can be quickly be shelved as they are implemented. The others have already said it, infrastructure and safety nets first before you pay anything. In general, we already pay way too many taxes for them to add on to this. Actually, I guess for most of us P30.00 is just a drop in the well, but think of the "shimanongs" that live on daily wages, this means a lot to them and their bikes are their ONLY ways of commute... My take lang naman...
